The Director: Community oversees Traffic and Licensing Services, Security Services, Parks and Cemeteries, Solid Waste Management, Municipal Facilities and Libraries. Operating at a strategic level, the incumbent will provide overall leadership and strategic direction for the directorate.
Requirements:
Matric (National Senior Certificate); A recognised Bachelor’s Degree or B-Tech in Social Sciences / Public Administration / Law or equivalent. Certificate in Municipal Finance Management Programme as prescribed by National Treasury, Government Gazette No. 29967 dated 15 June 2007 as amended on the 26 October 2018. Registration with the South African Council of Social Service Professionals (SACSSP) or similar recognized relevant professional body will be an added advantage. Five (5) years’ experience in Middle Management position in Local Government level or public service. Computer literacy (MS Office applications). A valid driver’s license.

Reporting directly to the Municipal Manager, the incumbent shall be expected to: Strategically lead, manage and perform duties of the Community Services Directorate by developing and implementing departmental objectives, policies, procedures, systems, controls and monitoring and reporting mechanisms as delegated by the Accounting Officer to the Director. Drive and oversee the Directorates’ budget inputs, implementation, monitoring and reporting. Develop and drive a traffic management strategy that ensures that the traffic function operates effectively and efficiently. Ensure public safety within the Municipality. Develop and drive a facilities management strategy that ensure effective management, maintenance and upgrading of all community facilities including sports fields and parks. Ensures that community members have access to library services. Ensure that cemeteries are managed in an efficient and effective manner. Develop and drive waste management strategies to effectively manage and reduce waste and keep public open spaces well maintained. Implement, manage and monitor the directorate’s performance management systems. Oversee departmental policy and by-law formulation and monitor that these are implemented properly. Ensure that the directorate has adequate resources and capacity to perform its duties.
