TOTAL REMUNERATION PACKAGE

R1 291 138 (minimum), R1 322 125 (lower), R1 353 856 (midpoint), R1 386 348 (upper), R1 419 621(maximum)

Key Requirements:  

Matric (National Senior Certificate); A Bachelor’s Degree in Public Administration/ Management Sciences/or an equivalent qualification (NQF 7).  Postgraduate qualification (NQF Level 8) in a relevant field will be an added advantage.  Certificate in Municipal Finance Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD).  A valid Drivers’ License.  A minimum of five (5) years’ experience at middle management level preferably, in Local Government.  Knowledge of Local Government sector, legislations, policies, regulations, standards, and procedures.  Strategic thinking, planning, prioritising and effective communication skills are essential.  Excellent computer skills.

Key Performance Areas:  

Provide visionary and innovative leadership to direct, plan, organise, and control the Corporate Services Directorate;  Align directorate-specific operational plans, strategic programmes, and service delivery objectives with the Municipality's Integrated Development Plan (IDP);  Advise the Municipal Manager timeously and effectively on all statutory and procedural matters pertaining to the directorate;  Align departmental functional objectives against the available institutional capacity and capability of the municipality;  Oversee the human resources portfolio, including personnel provisioning, administration, and organisational development;  Manage human resources in strict accordance with labour legislation, including the Basic Conditions of Employment Act and divisional Collective Agreements;  Lead change management, workplace transformation, the Employment Equity Plan, and the Workplace Skills Plan (WSP);  Promote sound labour relations, ensure staff discipline, and maintain compliance with Occupational Health and Safety (OHS) standards;  Manage corporate administration functions, including Registry and records management systems;  Oversee Council and Committee Secretariat services, rendering expert procedural advice on agendas, minutes, and Council resolutions;  Coordinate executive support and administrative systems for political offices;  Manage and facilitate the delivery of legal services to the municipality;  Oversee the regular updating, drafting, and promulgation of Council By-laws;  Direct and manage the Information, Communication, and Technology (ICT) infrastructure, systems, and security for the municipality;  Manage municipal communication, public relations, and corporate strategy functions;  Control, prepare, and manage the Directorate’s capital and operational budget in accordance with the Municipal Finance Management Act (MFMA).
