Requirements:
Matric (National Senior Certificate) Bachelor’s Degree in Building Sciences / Architect / Bachelor’s Degree in Town Regional Planning & Development Studies or equivalent. A valid driver’s license Certificate in Municipal Finance Management Programmes as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 as amended on the 26 October 2026 Registration as a Professional Planner in terms of the Planning Professional Act, 2002 (Act 32 of 2002), as verified by the SA Council for Planners (SACPLAN), which will include an accredited and appropriate qualification in Planning; Project management certificate or diploma will be an added advantage; Five (5) years relevant experience in Middle Management position within Local Government / economic environment.
The following competencies, as described in Government Notice No 21, Government Gazette No 37245 of 2014, are essential: Leadership: Strategic direction and Leadership People Management Programme and Project Management Financial Management Change Leadership Governance Leadership Core Competencies: Moral Competence Planning and Organising Analysis and Innovation Knowledge and Information Management Communication Results and quality focus.
Reporting directly to the Municipal Manager, the incumbent shall be expected to: Provide strategic direction, planning, and operational control for the LED and Planning Department; Align departmental activities, the Service Delivery and Budget Implementation Plan (SDBIP), and municipal strategies with the Integrated Development Plan (IDP) and Performance Management System (PMS); Align Council activities and municipal strategies with the Provincial Growth and Development Strategy (PGDS) and National Spatial Development Perspective (NSDP); Drive the timely implementation of Council resolutions related to the department. Oversee the formulation, review, and implementation of all departmental policies, frameworks, and legislative strategies; Oversee the review, development, and implementation of the Local Economic Development Strategy; Facilitate, coordinate, and monitor investment promotion and attraction programmes; Manage, facilitate, and coordinate SMME, Co-operative, and Entrepreneurship development initiatives; Design, implement, and monitor targeted SMME Support Programmes; Prepare business plans and proposals to source funding for LED project implementation; Promote skills development and capacity building within the local economic sector; Oversee development planning, land use management, and town planning application processes; Ensure strict departmental compliance with Spatial Planning and Land Use Management Act (SPLUMA) requirements; Oversee the regular review, development, and implementation of the Municipal Spatial Development Framework (MSDF); Guide human settlement planning and facilitate the implementation of housing and human settlement projects; Manage, monitor, and report on municipal performance regarding LED and Tourism functions; Oversee the efficient administration and optimisation of municipal properties; Ensure cost-effective, transparent management of the departmental budget in line with the MFMA; Lead, manage, and facilitate accountability through the performance management of departmental staff.
