B -Tech or Degree in Civil Engineering /Water Engineering or equivalents obtained through an ECSA accredited Training Institute – NQF level 7; Professional Registration with the Engineering Council of South Africa will be an added advantage; Valid Driver’s License Code B; Minimum of 3 years’ experience at a supervisory level; Proficiency in MS Office applications Excellent organizational and administrative skills; Excellent analytic and problem-solving ability; High level of integrity, responsibility and confidentiality; Have ability to give attention to detail and be able to work under pressure; Report writing; Communication Skills; Ability to deal with conflict situations; Excellent Negotiation skills.
Plan, manage and monitor municipal sanitation and wastewater services in accordance with applicable legislation, policies and environmental requirements. / Develop, review and implement sanitation plans, by-laws, policies, strategies and service-delivery standards. / Plan and prioritise sanitation infrastructure projects, including sewer networks, pump stations, wastewater treatment works, rehabilitation and maintenance programmes. / Develop and implement strategies to address sanitation backlogs and expand access to safe and sustainable basic sanitation services. / Manage the operation and maintenance of sewer networks, pump stations and wastewater treatment facilities. / Monitor treated effluent quality, sewer spillages, pollution risks and compliance with Green Drop and water-use licence requirements. / Implement preventative maintenance and risk-management measures to minimise sewer blockages, infrastructure failures and environmental pollution. / Manage sanitation budgets, tariffs, revenue, expenditure, grants, subsidies and free basic sanitation provision. /Monitor billing, credit control, debt collection and the financial viability and performance of sanitation service providers. / Manage staff performance, training, attendance, overtime, productivity and workplace discipline. / Prepare and administer tenders, contracts and service-level agreements with consultants, contractors and sanitation service providers. / Monitor project implementation, contractor performance, expenditure, quality and contractual compliance. / Resolve technical disputes, contractual claims, poor performance and non-compliance. / Maintain accurate records of sanitation infrastructure, projects, operational performance, effluent quality and maintenance activities. / Respond to sanitation service-delivery concerns, including sewer blockages, spillages, treatment failures and complaints./ Compile technical, environmental, financial, operational and performance reports for management, Council and regulatory authorities.
