Tsebo Facilities Solutions is looking for a Contracts & Compliance Specialist to safeguard commercial value, contractual compliance, and operational governance across the Facilities Management portfolio. The role ensures that all supplier contracts, service agreements, and compliance obligations are effectively managed, risks are mitigated, regulatory requirements are met, and supplier performance is continuously improved through structured contract governance, audit readiness, and SLA/KPI management.

Duties & ResponsibilitiesĀ Ā  Ā 

Contract Governance & Lifecycle Management

Draft, review, and administer Facilities Management contracts, SLAs, KPIs, variation orders, and service agreements. Maintain an accurate contract register, including renewals, notice periods, escalations, warranties, and key contractual milestones. Coordinate supplier onboarding and offboarding processes, including due diligence, insurance verification, inductions, and compliance documentation. Manage contract changes, scope adjustments, extensions, claims, disputes, and pricing revisions. Ensure compliance with procurement, governance, ethics, delegation of authority, and ESG requirements.

Compliance & Risk Management

Monitor compliance with POPIA, Occupational Health and Safety legislation, SANS standards, and client-specific requirements. Verify supplier certifications, permits, competencies, insurances, and statutory compliance requirements. Maintain compliance matrices and contract risk registers. Conduct supplier compliance audits, HSE inspections, and corrective action tracking. Support B-BBEE and preferential procurement compliance requirements. Ensure information security and data privacy compliance within CAFM, CMMS, and smart building systems.

Performance Management (SLA & KPI)

Develop and maintain measurable SLAs, OLAs, KPIs, and service credit frameworks. Conduct monthly and quarterly supplier performance reviews. Issue and manage non-conformance notices and performance improvement plans. Analyze operational and performance data from CAFM, CMMS, and BI platforms. Validate service credits, deductions, and performance-related incentives.

Commercial Controls

Support tender and RFQ processes, bid compliance reviews, and governance requirements. Validate rate schedules, escalations, cost increases, and contractual pricing mechanisms. Review invoices against contractual obligations and measured work completed. Identify cost-saving opportunities, value engineering initiatives, and lifecycle optimization opportunities. Track contract variations, claims, disputes, and commercial risks.

Documentation, Reporting & Audit Readiness

Maintain complete and version-controlled contract documentation and compliance records. Produce monthly compliance, performance, risk, spend, and audit reports. Coordinate internal and external audits and ensure timely close-out of findings. Maintain evidence trails to support regulatory, contractual, and client audits.

Stakeholder & Supplier Management

Act as the central point of contact for contract and compliance-related matters. Collaborate with Operations, Procurement, Finance, Legal, HSE, and suppliers. Facilitate supplier reviews, lessons learned sessions, and continuous improvement initiatives. Provide guidance and training to site-based teams regarding contractual and compliance requirements.

Qualifications

Matric Grade 12 Bachelor's Degree in Law, Business Management, Facilities Management, Engineering, Supply Chain, Commerce, or a related field. WorldCC (IACCM) Contract Management Certification. CIPS qualification or equivalent. SAMTRAC, NEBOSH, or other HSE-related certifications. POPIA and GDPR awareness certification. ISO awareness or certification exposure.


Experience

5 to 8 years' experience in contract management, commercial administration, or compliance roles. Minimum 3 years' experience within Facilities Management environments. Experience managing SLA/KPI frameworks and supplier performance. Knowledge of NEC3, NEC4, JBCC, or similar contract forms. Experience within audit, governance, and contractor management environments. Experience supporting multi-site operations.
