A minimum of Grade 12, alongside a Bachelor’s Degree or Advanced Diploma (NQF Level 7) in Public Management, Public Administration, Finance, or Business Administration, or a directly relevant field. A minimum of five years of middle or senior managerial experience. A valid driver’s license is required. Appointment is contingent upon the signing of a performance agreement and financial disclosure. Successful completion of the Nyukela Public Service Senior Management Leadership Programme, endorsed by the National School of Government and available as an online course at https://www.thensg.gov.za/training-course/sms-pre-entry-programme/, must be achieved before the finalization of the appointment.
Knowledge, Skills and Competencies:
Proficiency in the legislation governing Human Resources within the Public Service and the SMS handbook. In-depth knowledge of Public Service dynamics, Government Systems, and Operations, coupled with a thorough understanding of the PFMA and the Public Service Human Resource Regulatory Framework. Capability to engage in cross/functional projects and teams. Exceptional coordination and project management abilities, along with a sound understanding of government policies and initiatives and the role of information in government decision-making. Demonstrated strategic and operational management skills and experience. Proven experience in leading and managing transformation initiatives.
Duties and Responsibilities
Oversee all administrative functions within the district. Deliver strategic leadership across the district. Ensure the maintenance of public infrastructure, including Public Works buildings, road maintenance services, EPWP, and immovable assets. Manage the execution of capital projects. Oversee district transport management services. Ensure adherence to national policy frameworks and standards. Report to and participate in all relevant provincial, departmental, and other structures and processes. Ensure effective and efficient utilization of financial, human, and physical resources of the directorate in compliance with applicable legislation.
