Purpose of the Role
The Programme Director will oversee the complete execution of the initiative, encompassing driver recruitment, onboarding, and training, as well as managing programme partners. While fleet, vehicle, and lease-to-own operations are delegated to delivery partners, the Programme Director’s extensive background in fleet and logistics ensures adherence to plans. The ideal candidate will establish the necessary delivery team, systems, and controls to scale the programme nationwide, ensuring timely and budget-compliant completion.
Key Responsibilities
Programme Planning and Execution
Design and implement the national rollout strategy, detailing phase-by-phase provincial rollouts, milestones, budget allocations, and resource requirements. Monitor progress against targets and provide weekly updates to the COO and monthly reports to programme stakeholders and funders. Identify, document, and manage risks and issues, escalating to higher levels when necessary.
Driver Recruitment, Onboarding, and Training
Manage the process of sourcing, screening, and onboarding unemployed participants for driver roles. Ensure that drivers comply with regulatory requirements, including PrDP, operating licenses, and vetting procedures. Oversee driver training programs, performance monitoring, and ongoing support to enhance driver earnings and retention.
Stakeholder and Partnership Management
Serve as GrowthArch’s primary liaison with partners and government stakeholders, ensuring delivery partners meet agreed service levels. Represent the programme in meetings, site visits, and reporting to funders. Team Leadership and Compliance Recruit, lead, and develop regional coordinators and support staff. Ensure adherence to the National Land Transport Act, POPIA, labour legislation, and funder requirements. Maintain precise records and documentation for audits and impact reporting.
Minimum Requirements
Qualifications
A Bachelor’s degree or National Diploma in Logistics, Transport Management, Project Management, Business Management, or a related discipline. A project management certification (PMP, PRINCE2, or equivalent) is highly desirable. A valid South African driver's licence (Code B or higher) with a willingness to travel nationally.
Experience
A minimum of 5 years in project or programme management, with experience in multi-site or national project delivery. At least 3 years of fleet management or logistics experience, ideally overseeing 100+ vehicles. Proficiency in fleet tracking and telematics reporting to evaluate partner performance. Experience in managing budgets, suppliers, and third-party service providers.
Advantageous Experience
Familiarity with e-hailing, taxi, car rental, vehicle finance, or asset-based lending. Experience in enterprise development, job creation, or socio-economic development programmes. Understanding of the National Land Transport Act and operating licence processes. Proficiency in isiZulu or another South African language in addition to English.
Skills and Competencies
Exceptional planning and execution abilities with the capability to rapidly scale operations. Strong commercial and financial insight, including budget control and cost-per-unit analysis. Data-driven, comfortable with dashboards, KPIs, and advanced Excel or BI tools. Effective stakeholder manager capable of engaging corporate partners, funders, and communities.
