BRIEF DESCRIPTION:-

The General Manager: Legal Metrology role involves leading and overseeing the division responsible for strategy, inspections, type approval, technical regulation drafting, corporate governance, and risk management. The main responsibilities include managing human resources, fostering strategic partnerships, ensuring compliance with relevant legislation, and overseeing accreditation and training programs. Key requirements include a degree in Engineering or related fields, extensive experience in the industry, and strong knowledge of relevant legislation and financial management.

Position Title: General Manager: Legal Metrology Re-advert Company: National Regulator for Compulsory Specifications (NRCS)

Description

This role is responsible for leading and overseeing the division in charge of divisional strategy, inspections, type approval, assessments, drafting technical regulations, corporate governance, and risk management. The General Manager will also manage human resources and ensure compliance with all relevant legislation.

Key Performance Areas/Main Outputs

• Direct and lead the Division, focusing on Business Planning, Strategy Development, and Continuous Improvement

• Manage and oversee the Division, fostering strategic growth and operational efficiency

• Build and maintain strategic partnerships with government departments, industry stakeholders, and foreign missions

• Monitor and oversee compliance with the relevant legislation governing regulated products

• Facilitate the development and amendment of technical regulations within the specified field

• Lead and direct the harmonization of technical regulations and participate in national, regional, and international forums

• Supervise and take accountability for the accreditation of inspections, type approvals, calibration, and assessment functions

• Oversee training programs to develop measurement competence in calibration, validation, verification of test procedures, and training in new and emerging areas of legal metrology

• Manage people, financial, corporate governance, and risk management aspects

Requirements

• A B Tech or B Degree (NQF level 7) in Electrical or Mechanical Engineering or Natural Science, or a related NQF level 7 qualification in the Engineering field

• Postgraduate qualification in the aforementioned fields or in Business Management is advantageous

• A minimum of 10 years’ experience in the related field, with at least 5 years at a Senior Management Level

Knowledge and Skills

• In-depth knowledge of the legislation and regulations related to the field, including Legal Metrology Technical Regulations and other relevant frameworks

• Working knowledge of the NRCS Act; in-depth knowledge of regional and international treaties, trade protocols, and mutual acceptance arrangements

• In-depth knowledge of quality management systems; in-depth knowledge of corporate governance policies and procedures; in-depth knowledge of business strategy, planning, and reporting processes

• Working knowledge of the Public Finance Management Act (PFMA); very good knowledge of financial management and budgeting; very good management skills and knowledge; working knowledge of the calibration process; working knowledge of risk management
