Position Overview The Project Manager is responsible for the comprehensive execution of the national expansion initiative. This includes overseeing the recruitment, onboarding, and training of drivers, as well as managing programme partnerships. The role is primarily supervisory, with fleet, vehicle, and lease-to-own operations handled by delivery partners. The Project Manager's expertise in fleet and logistics will be essential in ensuring these partners adhere to the plan. The ideal candidate will develop and lead the delivery team, systems, and controls necessary for scaling the programme nationally, ensuring timely and budget-compliant implementation.

Key Duties

Programme Strategy and Execution

Formulate and oversee the national expansion plan, detailing phase-wise implementation by province, milestones, budget, and resource allocation. Monitor progress against targets and provide weekly updates to the COO and monthly reports to programme stakeholders and funders. Identify, document, and manage risks and issues, escalating as necessary.

Driver Recruitment, Onboarding, Support and Training

Manage the pipeline for sourcing, evaluating, and integrating unemployed individuals into the driver program. Ensure drivers meet all regulatory requirements, including PrDP, operating licenses, and vetting. Oversee driver training, performance monitoring, and ongoing support to enhance earnings and retention.

Partnership and Stakeholder Management

Serve as GrowthArch's primary liaison with programme partners and government stakeholders, ensuring delivery partners meet agreed service levels. Represent the programme in meetings, site visits, and reports to funders. Team Leadership and Compliance

Recruit, lead, and develop regional coordinators and support personnel. Ensure adherence to the National Land Transport Act, POPIA, labour laws, and funder stipulations. Maintain precise records and documentation for audits and impact reporting.

Requirements

Educational Background

Bachelor’s degree or National Diploma in Logistics, Transport Management, Project Management, Business Management, or a related field. A project management certification (PMP, PRINCE2, or equivalent) is highly desirable.

Experience

Minimum of 5 years in project or programme management, with a focus on multi-site or national projects. At least 3 years of experience in fleet management or logistics, ideally managing over 100 vehicles. Proficiency in fleet tracking and telematics reporting to evaluate partner performance. Experience managing budgets, suppliers, and third-party service providers.

Additional Skills

Advantageous experience in e-hailing, taxi, car rental, vehicle finance, or asset-based lending. Experience in enterprise development, job creation, or socio-economic development programmes. Working knowledge of the National Land Transport Act and operating licence processes. Fluency in isiZulu or another South African language in addition to English.

Competencies
