Description
This position is responsible for overseeing the annual budgeting process that aligns with the organization's strategic goals, fostering a business-oriented mindset that enhances commercial value. The role involves conducting comprehensive analyses of both financial and non-financial data to inform and optimize the organization's financial performance. Additionally, the role will oversee and guide the business partnering model to ensure that all decisions are financially sustainable and commercially viable.
Key Responsibility Areas
• Oversee and implement the organization's budgeting process for both operational and capital expenditures. • Develop, execute, and manage the partnering model to support effective business decision-making. • Conduct financial management to ensure departmental performance aligns with established targets. • Coordinate and implement internal and external audit recommendations to strengthen internal controls. • Manage financial and business operations, including Human Capital Management and the Shared Services Function, specifically focusing on financial aspects in the provincial context.
Qualifications and Experience
• Minimum educational requirement: Hons degree in Financial Management or equivalent at NQF Level 8. • Professional registration: CIMA or SAICA. CA (SA) or ACMA/CGMA (CIMA qualification) is preferred. • Experience: 7-8 years of expertise in Finance, including data analysis and at least 2 years in a managerial or specialist role within the Corporate or Public Sector. Proficiency with Oracle or similar ERP systems is mandatory. Prior experience at a Senior Management level with a focus on budgeting is advantageous.
Technical Competencies Description
• In-depth understanding of industry standards and regulations, including the Public Financial Management Act and Treasury Regulations, ERP Financial Management Systems like Oracle, and financial management frameworks in corporate/public sector environments. • Proficient knowledge of accounting principles and standards, strategic partnering models, reporting procedures, and record-keeping. • Strong grasp of business risk and the technical skills to implement appropriate controls. • Comprehensive understanding of corporate governance principles, business and operational risk control processes, and relevant regulations in all jurisdictions where government institutions operate. • Expertise in the corporate regulatory environment and advanced proficiency in Excel.
